Establishing, planning, engineering, building and maintaining the inner and outer city new environment and heritage support systems as part of a large, multidisciplinary Team reporting to the Construction Manager Infrastructure. This included a wide range of municipal type development issues such as land use mapping, infrastructure development, zoning, regulatory services and Client policy with regard to environmental matters. As a veteran of more than 30 years of previous professional experience, including at least 5 years on sites involving direct contractor supervision Hugh Hodge was involved with major roads, water & electricity distribution, IT/Telecoms installation processes, buildings interfacing, drainage, OS&H and site Client hand-overs. Team as well as individual roles were always vital to the success of the simultaneous building, infrastructure progress and bid pack management requiring suitable and timeous design changes and solutions where interface designs were missing or inadequate. This sometimes required contractor and/or designer clarification and/or modification supported by KEO PM/CM Division staff. Renewed Professional Engineer registration with ECSA according to CPD points accumulation system and registration with IMESA. Applied for registration to Wits University for conversion of GDE by part-time research to obtain Master of Science in Engineering including preparation for registration with the Qatar Engineering Committee.

Design & construction of reinforced concrete pump stations, plinths, cross-overs, valve chambers, filter houses and bund walls. Elected during this time to SAICE Water Engineering Committee dealing specifically with the subject of Water Crisis and succeeded in lead authoring and publishing a paper in both ASCE and SAICE Journals dealing with the importance of bulk water supply and civil engineering on the very fibre of society.

Responsible as Resident Engineer for communications between the Engineer and the Contractor. Contractual Aspects: Project Managers sometimes assume unassigned authority in the Engineering Contract between the Employer and the Contractor often resulting in unexpected tensions. The Employer (or the Engineer) can decide whether to assign duties or not. A prior JV (joint venture) or employment agreement not in the engineering Contract can sometimes complicate unassigned site supervision responsibilities. Facilitated understanding between various parties and implemented enhanced communications/testing systems by skilled site personnel. Technical aspects: Minimum in-situ non-constant CBR values were checked in determining appropriate varying layer thicknesses in clayey sand areas. Extensive intermediate/hard excavation required repeated low-charge blasting between houses and under-specified sub-terranean water inflows encountered in sewerage resulted in claims and heightened safety considerations on 6-7m deep excavations. Assisted with community liaison aspects of project implantation and achieving required contractual progress on site, without interference from rival sectors of the community.
