O Formulating annual HSSE plans for the terminal and ensure integration of HSSE requirement into Business Plans and Work Procedures.
o Assuming the roles of custodian for Terminal?s HSSE management processes.
o Creating and sustaining a culture that drives the terminal?s commitment to provide the people with a safe, secure and healthy work place and to promote sustainable development.
o Developing and appraising HSSE staff work performance and contract security force work performance meeting contractual terms and conditions.
o Supporting the implementation and alignment of the PSA Group HSSE policy commitment with objectives, targets and plans.
o Defining roles, responsibilities, authorities and resources to implement the HSSE framework and comply with regulations and laws.
o Ordering, procuring and equipping respective Units in NPCT1 with best industry standard Personal Protective Equipment [PPE] to function as shared-service PPE inventory stock control & issuing center to achieve synergy as a business entity.
o Establishing a process to identify HSSE hazards and implement measures to reduce risks.
o Facilitating and leading safety committee meetings with Line departments participating (Operations, Engineering, HR, Finance & Outsourced services contractors).
o Establishing and Maintaining HSSE related standards, targets and procedures including but not limited to ? permit to work?, ?HSSE management of change?, ? Emergency response?, ?Terminal safety rules? and ? Contractor management?.
o Planning & preparing for Emergency Response that mitigates the consequences of incidents and enables normal operations to be resumed within the shortest possible time.
o Establishing and maintaining a Risk-based HSSE Assurance Plan.
o Providing assurance that HSSE framework requirements are implemented and effective.
o Reviewing the effectiveness, adequacy and suitability of the HSSE Management System and take action to improve.
o Keeping track of legal requirements on HSSE related practices and policy matters.
o Leading and facilitating HSSE risk assessments with Line Departments performing assessments and recommendations.
o Implementing and apply HSSE framework and legal requirement for health risk and security risk management.
o Managing environmental risks by maintaining the required certifications, permits and licenses, verifying that emissions and discharges meet the required levels, managing the disposal and transportation of waste in line with local environment control requirements.
o Initiating, leading and facilitating accident investigations with Line Department performing assessment and recommendations.
o Implementing the HSSE requirements embedded in plans and procedures and take corrective actions when necessary.
o Planning, drafting, organizing and conducting HSSE related events including but not limited to fire drills, anti-terrorism drill, anti-stowaways drills and disaster recovery drills etc.
o Monitoring and reporting HSSE performance indicators.
o Classifying of incidents using the Risk Assessment Matrix.
o Planning & conducting HSSE inspections by HSSE team.
o Preparing HSSE training materials and conduct HSSE training for general areas which include terminal safety orientation, ISPS requirements and,
o Assuming the role of Terminal DG specialist and assist in liaising with external DG specialists.
