Responsibilities:
1. Over-all in-charge to the assigned LPG refilling plant. Ensures that the whole plant (equipments, staffs, facilities, surroundings, environment) are in good and safe condition.
2. Makes sure that maintenance plan and procedure for all facilities and equipment are carried out properly and correctly from time to time. Ensures 100% asset integrity.
3. Acts as permit issuer for all non-routinary works being done inside the plant. Checks and verifies that these activities are properly covered with permit to work with job hazard analysis before they commence work.
4. Manages contracts with third party services, manpower staffing agency, property owners, security, maintenance providers and other strategic business partners.
5. Works closely with technical engineering team for the different CAPEX projects inside the plant. Ensures that project plan is met and within timeline.
6. Monitors and manages not to exceed plant?s yearly planned OPEX budget. Formulates different ways or projects to increase plant?s efficiency year on year to control budget. Ensures all purchases, contracts and services are properly covered with purchase orders.
7. Liaises with different government units for the renewal of business permits, permit to operate, update payment of taxes, different licenses and other different documents to have complete license to operate in the plants? area. Acts as pollution control officer of the plant and submits religiously all necessary reports to DENR and LLDA.
8. Ensures that all plant documents are updated and been carried out as necessary: Plant Operating Procedures, HSSE Case, Emergency Response Plan (monthly drills), Health Risk Assessment (annually), and Security Risk Assessment (annually) among others. Raises Memorandum of Change for every change inside the plant (process, facility, organization etc.) with proper Risk Assessment Matrix to support.
9. Ensures that daily cylinder refilling production of plant meets distributor?s demands without deducting maintaining 3-day filled buffer cylinders. Maintains 0.25% rejection rate for refilling production of cylinders and average 82mins of truck turnaround time.
10. Coordinates with supply, road transport and sales team for the daily, weekly and/or monthly liftings of both packed and bulk deliveries/liftings to maintain optimum stocks levels and avoid run-outs.
11. Certified Loading Master or Shore Officer for tanker (ship-shore) receiving activities in plants with jetty facilities.
12. Conducts daily, monthly and year-end closing of stocks. Also conducts year-end assets inventory count with finance (and external auditor). Makes sure that all stocks and assets going-in and going-out of the plant are properly documented and every financial controls are met.
13. Implements company programs, sales and marketing activities and community service responsibility activities in the plant or surrounding area of the plant.
14. Conducts plant tours, company and plant orientation, and different trainings (LPG product knowledge, Fire Fighting Training, LPG Safety, etc) to visitors, customers, co-employees, plant staffs and to surrounding community residents.
15. Relieves to other plants as and when needed.

Senior Analyst ? Materials Data Engineer

Responsibilities:
1. Main focal for Materials Data Cleanse Tool software used for SAP Material Master Data for Shell globally.
a. Plans and conducts functional testing of material cleanse tool before deployment to users.
b. Provides first level of support to all Shell users on any issues and/or concerns with regards to the operational process or cleanse tool software.
c. Coordinates with software vendor team for the issues raised by Shell users that can?t be resolved internally.
d. Identifies bottlenecks in the process and proposes possible modifications to the tool for better efficiency of the overall process.
e. Prepares and maintains all documentations (cleanse plan/tracker, work instructions, SOPs, FAQs, etc.) needed for the daily operational activities.
f. Acts as Subject Matter Expert for the cleanse tool project and cleanse process.
