Leading a group of 75 engineers, supervisors, technicians, executing daily maintenance tasks, provide technical assurance review and perform execution of minor improvement projects for refinery and petro-chemical plant.
Responsible for:
? Refinery and petrol-chemical plant instrumentation and electrical operation/maintenance management activities, namely Asset Integrity and Process Safety Management (AIPSM), Manage Threat to Availability (MTA) and Maintenance Strategy.
? Manage development planning for engineers, supervisors and technicians. Appraise engineers, supervisors and technicians? yearly performance, including progression/promotion assessment. Work with human resource department to recruit engineers, supervisors, technicians, and produce job description for each vacancy position.
? Drive instrumentation and electrical resource planning and recruitment of Instrument engineers, supervisors and technicians.
? Provide short, medium and long-term maintenance business planning, activity scheduling and cost estimation.
? Support startup of refinery and petro-chemical production facility.

Completed review of Basis for Design (BfD) and FDP (Field Development Plan) for G7/M3S, B12, Saderi projects. Executed tasks for G7/M3S, B12, Saderi, Serai and Jintan projects included execution of conceptual and detail engineering design, preparation of tender plan and techno-commercial evaluation of major packages, review and approval of instrumentation engineering design for construction. Heavily involved in metering accounting conceptual definition study of M3S using force balance method and wet gas metering due to its distinguished PSC (Profit Sharing Contract) status. Also direct involvement in fabrication work for instrumentation, which includes all minor fabrications of instrumental structural material, procurement of all miscellaneous items like tubing, fittings, cables, trays, etc? Participated fully in operating and maintenance manual and startup procedure. Responsible of individual instrumentation packages (DCS, safeguarding, fire and gas system, partial stroke testing, etc?) project management, including tender planning, tendering, bid technical and commercial evaluation, negotiation, contract award, post award contract administration and monitoring.
