O Conduct project planning by researching line department requests and by planning junior staff work.
o Execute assignments in accordance with the Internal Control Plan for the eThekwini Municipality and all associated Companies/Trusts and Entities in relation to Payroll Financial Management processes.
o Review and assess payroll processes
o Verification of Payroll processes i.e. Leave encashment, Overtime, New Appointments, Terminations, Advance Payments, Employee banking detail Amendments, Suspensions and Upliftment of Suspensions.
o Execute ad-hoc Payroll Financial Management projects
o Compiling and referencing of internal control unit?s working papers.
o Develop and discuss improvements were necessary
o Record work performed and document findings of review.
o Follow Up on agreed internal control department?s recommendations
o Prepare draft internal control report, detailing findings and making recommendations to line management for Internal Control Financial Officer
o Ensuring completeness and accuracy of all working papers and supporting documentation gathered during the verification process.
o Keep abreast of new developments by attending seminars and training courses.
o Deputize for the Financial Officer: Financial Manager by undertaking his duties on his absence.
o Preparing irregular expenditure reports checklist
o Verifying that all required information and supporting documentation as per municipal guidelines has been included in the irregular expenditure report and the explanation in the report meet the criteria required by the Bid Adjudication Committee.
o Compilation of an Internal Control report for submission to the to the Bid Adjudication Committee for regularization of Irregular Expenditure
oReporting Administratively to the Manager and functionally to the Senior Manager
